عد البرامج الدولية لتبادل الطلاب والمنح الدراسية من الطرق الفعالة لفتح الأبواب أمام فرص تعليمية جديدة كما يمكنها أن تساعد على بناء جسور التفاهم فيما بين الطلاب من مختلف البلدان. ومع ذلك، لا يتم استغلال تلك الإمكانية بشكل كامل. وبوجهٍ خاص، لا تزال أوجه التبادل بين الشمال والجنوب محدودة، حيث يقوم عدد قليل من الطلاب من العالم النامي بالدخول في برامج دراسية في أوروبا والولايات المتحدة وكذلك يقوم عدد أقل من الطلاب من الشمال بالدراسة في أفريقيا والشرق الأوسط وآسيا.

ويعتزم تحالف الحضارات بالتعاون اللصيق مع مديري برامج تبادل الطلاب ومسئولي التعليم في الولايات المتحدة والاتحاد الأوروبي ومنظمة المؤتمر الإسلامي إقامة حوار حول توسيع برامج التبادل من أجل زيادة عدد الطلاب الذين يستفيدون من فرص الدراسة بالخارج. وبالاستفادة من البرامج الناجحة كبرنامج ’إيراسموس‘ (Erasmus) (الاتحاد الأوروبي) و’فولبرايت‘ (Fulbright) (الولايات المتحدة) و’تشيفينينج‘ (Chevening) (المملكة المتحدة)، يتمثل الهدف في زيادة تدفق الطلاب من خلال برامج تبادل الطلاب والمنح الدراسية.

ويعتزم التحالف بدء مناقشة بين مديري برامج التبادل والمنح الدراسية الرئيسية ومسئولي التعليم وممثلي المنظمات الدولية في ربيع عام 2008.

In close collaboration with exchange programs administrators and education officials in the US, the EU and the OIC, the Alliance of Civilizations is developing a dialogue on expanding exchange programs in order to increase the number of students and faculty/researchers benefiting from opportunities to study abroad. Building on successful programs such as Erasmus (EU), Fulbright (US) and Chevening (UK), the objective is to increase the flow of students  and faculty/researchers through exchange and scholarship programs.

Research Manager Thomas Uthup has spoken to various audiences about the importance of exchange programs and, with Senior Communications Adviser Emmanuel Kattan, convened key players at important conferences in 2008 and 2009 to bring together Western and Muslim organizations and institutions to promote exchanges.

The AoC seeks to bring together institutions and organizations from around the world to explore obstacles and opportunities in expanding exchange programs. The 2009 Istanbul Forum saw the creation of an embryonic network which will work out the best ways for advocacy of  academic exchanges, and dissemination of opportunities.

Currently, we are working with several international partners to promote and network providers of student and faculty/researcher exchanges. We are also researching disparities of educational exchanges, based on data from the Institute of International Education and the UNESCO Institute of Statistics.

Future plans in this area include preparing a report with partners from around the world on exchange programs in three educational areas – high school, university, and faculty/researcher levels -- to generate policy recommendations to enhance and promote exchanges.
